China-Britain Cooperation Sets an Example of Vocational Education Innovation in Shandong Province

Recently, the “China-Europe Vocational Education Group, Talent Hub for Unmanned Equipment and Technology (THUET) Cooperation Forum” was held at National Center for Schooling Development Programme. The event was attended by Jing Liu, Director of Education and Skills Agency at Department for International Trade; directors of National Center for Schooling Development Programme; Linchang Liu, Director of the Management Committee of Binzhou Dagao Aviation High-tech Industrial Zone; Liang Ma, Director of The UK Sectors Centre of Excellence Ltd; representatives and experts from Pearson, International Scientific Exchange Foundation of China and Fusi Capital. All participants carried out in-depth exchanges on building a UAV pilot field in Shandong Province and advancing the talent training programme in Dagao THUET.

Dagao THUET in Binzhou is the first aviation city committed to general aviation development in China. It is centered at the best area for general aviation industry and airport economy, for the unique geographic location, convenient location, scientific and forward-looking industrial positioning, and an efficient service system. In February, signing ceremony via online video was held by National Center for Schooling Development Programme, the People ’s Government of Zhanhua District, Binzhou City, Shandong Province, and The UK Sectors Centre of Excellence Ltd. The three parties will join efforts to build the China-Europe Vocational Education Group (Dagao THUET), and carry out international programmes of industry-education integration. Up to now, the top-level design of the zone has been completed, discipline and profession have been constructed, and the school is officially registered.

Liang Ma, Director of The UK Sectors Centre of Excellence Ltd, made an overall introduction of the project, from geographic location, competitive industries, to industry-education training. Based on Binzhou’s overall plan of aviation logistics market and the existing industrial base, Mr Ma shared his insights through education in Unmanned Aerial Vehicle, Advanced Manufacturing Technology, Health and Social Care, Data Mining, Travel and Tourism Management, and Artificial Intelligence, to reach three-dimensional development of the UAV industry in Dagao THUET.

Linchang Liu, Director of the Management Committee of Binzhou Dagao Aviation High-tech Industrial Zone, expressed his high expectations for the landing of the project. He traced back the entire process from the initial idea to further improvement, and analyzed the advantages and future development of the project. In the next step, regional advantages will be combined with the city’s industrial and educational plan, to bring it closer to a successful fulfillment.

Jing Liu, Director of Education and Skills Agency at Department for International Trade, believes that the past few years has witnessed increasing educational exchanges between China and the UK, which brings more opportunities for cooperation in this field. And the future development of Dagao THUET is a significant part in our cooperation and communication. The Department for International Trade will continue to support from the government level, and provide more assistance for the exchange and training of vocational talents in both countries.

Based on the current situation of UAV, Director of National Center for Schooling Development Programme put forward suggestions for the platform construction and evolution of the Dagao THUET, from the perspectives of top-level design and strategic positioning. He proposed that we have to aim at building a pilot field for UAV in Shandong Province, and integrate resources from policy, government, education and enterprises. We nurture talents with the support from enterprises, and support enterprises through our competitive talents. Through the preliminary layout, we spare no efforts to build a reform experimental field that meets both the national development needs and the core needs of regional development.

In addition, other participants also shared their views and opinions. Daibing Zhang, Chairman of the Association for Unmanned Vehicle Systems of Changsha, systematically analyzed the competitive fields and cutting-edge technologies of the development of the UAV industry in China. Weiwei Lyu, Vice President of public affairs of Pearson Greater China, proposed to improve education innovation and talent cultivation with the introduction of educational resources and certificate system. Erdong Liu, Secretary of International Scientific Exchange Foundation of China, suggested to contribute to the education zone by attracting experts through the public nature of the foundation. Shengqiao Wu, President of Fusi Capital, hoped this will become an iconic project of vocational education, serving as a platform for educational exchange between China and the UK.
