Government Work Report Highlights: Vocational Education Enrollment Expansion of 2 Million

On May 22, 2020, the Third Session of the 13th National People’s Congress of the People’s Republic of China was opened at the Great Hall of the People in Beijing. Premier Li Keqiang delivered a government work report on behalf of the State Council to the legislature for deliberation.

In his third part, “Forcefully implementing macro policies to keep businesses and employment stable”, he proposed that we will make every effort to stabilize and expand employment, and increase employment support for key sectors and groups. This year, there will be 8.74 million college graduates. To promote market-oriented and social employment, both universities and local governments will provide continuous employment services. This year and next, more than 35 million vocational skills training opportunities will be provided, and enrollment in vocational colleges will grow by two million.

In order to accelerate the development of modern vocational education, relieve employment pressure and get rid of the shortage of high-skilled talents, Premier Li Keqiang first proposed to expand vocational education enrollment in the government work report in 2019. The aim was one million, which can be seen accomplished in this year’s government work report.

The one million students include new high school graduates, retired soldiers, laid-off workers and migrant workers. During the two sessions of the NPC and CPPCC in 2019, Premier Li Keqiang pointed out that vocational colleges should expand the coverage of scholarships and grants, raise subsidy standards, and speed up the accreditation of academic certificates and vocational qualification.

As a result, we would reform the school-running pattern in vocational colleges and improve the quality of education. And we would support enterprises and social entities to developing vocational education. With the major reform and development of modern vocational education, we would speed up the training of all kinds of technical and skilled talents urgently needed for the country’s development, so that more and more young people can realize their value through their position, and the virtue of their professional skills.

According to the analysis of China Education Daily, on the one hand, it is suggested that vocational colleges should put more emphasis on learning situation analysis, change teaching methods, adapt to the characteristics of students from multiple range, and continue the exploration of teaching modes such as apprenticeship, order form and credit system.

On the other hand, according to the different range of students and the different industrial backgrounds of cooperative enterprises, “one type one scheme”, “one enterprise one scheme” and “one person one plan” are implemented to construct the curriculum system of “general culture course + public specialist course + enterprise-oriented course”.

Zheng Yali, an NPC deputy and head of Zhejiang Financial College, said, “the best way to deal with talent cultivation and export is school-enterprise cooperation and the integration of industry and education.” Only by speeding up reform in the mode of school-running pattern, teaching resources and curriculum setting that integrate industry and education, and by aligning market demand with scientific and technological development trends, as well as with the country’s goal of stabilizing enterprises and ensuring employment, can we truly stimulate new impetus for reform and development.
